Finding Teaming Partners: Stop Cold-Calling Primes
The Cold-Call Problem
Every small business owner in government contracting has done it: attended a PTAC event, collected 30 business cards from prime contractors, sent follow-up emails to all of them, and heard back from exactly zero.
The problem isn't your email. The problem is targeting. You're reaching out to primes who may not have any upcoming work in your NAICS code, your geography, or your capability area. You're a solution looking for a problem they don't have.
What Primes Actually Need
Large prime contractors need small business subcontractors for specific reasons:
- Small business subcontracting plan requirements (contractual obligation to include SBs)
- Specific technical capabilities they don't have in-house
- Geographic presence in locations where the work is performed
- Set-aside pass-through (some contracts require the work to go to 8(a), SDVOSB, etc.)
The key insight: teaming works when you can show a prime that you solve a specific problem they have on a specific contract they're pursuing.
Data-Driven Teaming
USASpending.gov publishes every federal contract award: who won it, how much, which agency, which NAICS code. This data tells you exactly which primes are winning work in your capability areas.
When you combine that with current SAM.gov opportunities, you can identify:
- Which primes have won similar contracts in the past (proven agency relationships)
- Which of those primes are likely bidding on new opportunities in the same space
- What their small business utilization history looks like (do they actually use subs?)
- Where your capabilities fill gaps in their past performance
The Approach That Works
Instead of a generic 'I'd love to partner with your firm' email, you send:
'I noticed your firm won a M IT modernization contract with HHS last year (FA-1234-22-C-5678). A similar opportunity just posted (W52P1J-26-R-0089) and my firm has NAICS 541512 capabilities in the DC metro area with active Secret clearances. Happy to discuss how we might support your bid.'
That email gets opened. That email gets a response. Because it demonstrates you've done your homework and you're solving a real problem on a real opportunity.
Scaling Teaming Intelligence
Doing this research manually for one opportunity takes hours. For a pipeline of 20 opportunities? Impossible for a small team.
Automated teaming intelligence runs this analysis for every opportunity in your scored feed. For each high-fit contract, it shows you which primes are likely bidding and generates approach templates with their specific award history baked in.
You go from cold-calling 30 random primes to warm-approaching 3 targeted ones. The conversion rate isn't even comparable.
